It becomes a \"free cat\" after being sterilized and registered under the name of a municipality or association.<\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t<li class=\"elementor-icon-list-item\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-icon\">\n\t\t\t\t\t\t\t<i aria-hidden=\"true\" class=\"icon icon-hospital-1\"><\/i>\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-text\">Stray cats are rarely in a state of welfare: hungry, thirsty, sick, injured. Their uncontrolled proliferation has an impact on health and biodiversity.<\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t<li class=\"elementor-icon-list-item\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-icon\">\n\t\t\t\t\t\t\t<i aria-hidden=\"true\" class=\"fas fa-hand-holding-heart\"><\/i>\t\t\t\t\t\t<\/span>\n\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-text\">The mayor is responsible for feline straying in his or her municipality, and sterilizing stray cats is a matter of public policy.<\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t<\/ul>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-19c34a04 elementor-widget elementor-widget-text-editor\" data-id=\"19c34a04\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Although a systematic study has yet to be carried out, it is estimated that there are almost <strong>11 million stray cats<\/strong> in France today<sup id=\"1'\"><a href=\"#1\" data-type=\"internal\" data-id=\"#1\">[1]<\/a><\/sup>, almost as many as the <strong>14.9 million pet cats <\/strong> estimated in 2021<sup id=\"2'\"><a href=\"#2\" data-type=\"internal\" data-id=\"#2\">[2]<\/a><\/sup>. On their own, these cats are generally free to come and go in our towns and countryside. Some might say they&#8217;re happy like this! <strong>But is it really so<\/strong>? What of the problems posed by feline straying, which is increasingly becoming <strong>a matter of public policy<\/strong> \u2013 particularly under pressure from animal protection associations? <\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-24cf17f3 elementor-widget elementor-widget-spacer\" data-id=\"24cf17f3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"spacer.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-spacer\">\n\t\t\t<div class=\"elementor-spacer-inner\"><\/div>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7710df61 elementor-widget elementor-widget-heading\" data-id=\"7710df61\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What is a \"stray\" cat?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-40811dfe elementor-widget elementor-widget-text-editor\" data-id=\"40811dfe\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>According to the French Rural Code, &#8220;<em>any <strong>unidentified cat<\/strong> found <strong>more than two hundred meters<\/strong> from dwellings, or any cat found <strong>more than one thousand meters from its owner&#8217;s home<\/strong> and not under the owner&#8217;s immediate supervision, as well as any cat whose owner is unknown and which is seized in <strong>a public place<\/strong> or <strong>on private property<\/strong>, is considered to be loitering<\/em>&#8220;. . \u00bb (<a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000006583072\" target=\"_blank\" rel=\"noreferrer noopener\">article L.211-23<\/a>)<\/p>\n<p>Thus, a stray cat, in the legal sense, can be either <strong>a cat that has escaped its owner\/caretaker\u2019s supervision<\/strong><sup id=\"3'\"><a href=\"#3\" data-type=\"internal\" data-id=\"#3\">[3]<\/a><\/sup>, or a cat <strong>without an owner\/caretaker <\/strong> who is in a public place. It&#8217;s not uncommon to see litters of kittens decimated by coryza, a common and highly contagious respiratory disease, which can also attack cats\u2019 eyes and mouth, depending on the virus involved. <\/p>\n<p>Often living close to homes, stray cats are also prone to <strong>road accidents<\/strong>, which can lead to death or long-term impairment (<em>loss of limbs, eyes, badly healed fractures, etc.<\/em>). According to <strong>Anne-Claire Gagnon<\/strong>, a veterinary surgeon and behaviorist specializing in feline, cats are often &#8220;<em>the scapegoat for the harmful effects of pollution, pesticide use and out-of-control urban development, with no regard for the preservation of nature in the broadest sense&#8221;<\/em><sup id=\"13'\"><a href=\"#13\" data-type=\"internal\" data-id=\"#13\">[13]<\/a><\/sup>.<\/p>\n<p>While it&#8217;s important to take into account cats&#8217; impact on wildlife, it&#8217;s also important <strong>to understand the issues <\/strong> involved. The mayor is also required to <strong>take prompt action against any stray animal found in an accident<\/strong>, including stray cats (<em><a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000006588750\" target=\"_blank\" rel=\"noreferrer noopener\">article R. 211-11 of the French Rural Code<\/a><\/em>). <\/p>\n<p>In order to do this, the municipality must provide animal <strong>pound services<\/strong> for stray cats in its custody (<em>articles <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000006583067\" target=\"_blank\" rel=\"noreferrer noopener\">L.211-22 <\/a>and <a href=\"https:\/\/www.legifrance.gouv.fr\/codes\/article_lc\/LEGIARTI000044393992\" target=\"_blank\" rel=\"noreferrer noopener\">L. 211-24 <\/a>of the French Rural Code<\/em>). In the absence of identification and after 8 working days, if no owner has come forward, the cat taken to the pound can be <strong>put up for adoption or euthanized.<\/strong> In view of the lack of space and the often unsocial nature of these animals, euthanasia is still <strong>relatively common.<\/strong><sup id=\"15'\"><a href=\"#15\" data-type=\"internal\" data-id=\"#15\">[15]<\/a><\/sup>. L. 211-27 of the French Rural Code<\/em><\/a>). Cats taken into care in this way are referred to as &#8220;f<strong><em>ree cats<\/em><\/strong>&#8220;. <strong>A stray cat therefore becomes a free cat<\/strong> once <strong>it has been registered<\/strong> under the name of a city hall or an association, <strong>sterilized<\/strong> and <strong>put back <\/strong> where it was captured<sup id=\"18'\"><a href=\"#18\">[18]<\/a><\/sup>. The \u201cfree cat\u201d status offers the animal <strong>additional legal protection<\/strong>, as it is now the owner (<em>city hall or association<\/em>) who is responsible for <strong>its care <\/strong> (<em>food, veterinary care<\/em>). Under pressure from associations, however, the issue is becoming <strong>a matter of public policy.<\/strong> Indeed, <a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000044387560#:~:text=dol%2C%20majeurs%20prot%C3%A9g%C3%A9s-,LOI%20n%C2%B0%202021%2D1539%20du%2030%20novembre%202021%20visant,animaux%20et%20les%20hommes%20(1)\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>the November 30, 2021<\/strong><\/a> law aimed at combating mistreatment (<a href=\"https:\/\/chaire-bea.vetagro-sup.fr\/projet-de-loi-maltraitance-adoption-definitive\/\" target=\"_blank\" rel=\"noreferrer noopener\">see our Decoding Article here<\/a>), has asked the government <strong>to draw up a report<\/strong> with the aim of making a <strong>quantified diagnosis <\/strong> of the issue of feline straying and formulating &#8220;l<em><strong>asting and operational recommendations<\/strong><\/em>&#8221; Under the post-COVID &#8220;<strong>recovery plan<\/strong>&#8220;, the French Ministry of Agriculture has also financed <strong>416 sterilization campaigns<\/strong> to the tune of <strong>5 million euros<\/strong><sup id=\"19'\"><a href=\"#19\" data-type=\"internal\" data-id=\"#19\">[19]<\/a><\/sup>. If it has a keeper, the vet can contact them directly.<\/li>\n<li>If it can&#8217;t be approached, don&#8217;t take any chances:\n<ul>\n<li>Contact your city hall, which is required to inform the
